History in brief

The L&YR 'Pugs' were designed in 1891 by Chief Mechanical Engineer John Aspinall to handle the tight curves and cramped conditions of docks and yards across the north of England.

57 locomotives were built between 1891–1910. They became Class 21 in 1920 and later joined the LMS fleet. Many survived well into the 1960s, serving at factories, power stations, and industrial sites across Britain.

Today, two 'Pugs' are preserved: one at the East Lancashire Railway, the other at the Keighley & Worth Valley Railway.

Their nickname, 'Pug', comes from their short wheelbase and side-to-side ‘boxing’ motion – like a pugilist in the ring. Despite their small size, these were fiesty little locomotives!

Model variants

Though all 'Pugs' shared the same outline design, there were many subtle differences, including:

  • Smoke deflectors for locomotives working into warehouses or under the Liverpool Overhead Railway
  • Haystack spark arrestors during WWI at Ormskirk’s munitions works
  • Bells fitted for dockside running where engines shared roads with vehicles
  • Buffer types changed over time, from circular sprung buffers to wood-and-rubber dumb buffers
